MVV application
There are 2 ways to start the procedure for an authorization for temporary stay (MVV):
1. Your referent in the Netherlands starts the MVV procedure by submitting a request for advice/recommendation to the IND (Immigration and Naturalization Service);
Request for recommendation on an authorization for temporary stay (MVV)
If you are living in the Netherlands and wish to invite a Taiwanese national to stay with you, you can ask the IND for a recommendation on an MVV for this person before you start to submit MVV application. This makes you the person's referee (sponsor). To formulate a recommendation, the IND needs information about the foreign national and about you. There is no fee associated with the processing of the request for recommendation. You can use an application form to request a recommendation on an MVV on behalf of the foreign national. If IND gives a positive recommendation, it is easier for the foreigner to obtain MVV.

This declaration must be authenticated by a Notary, and to be legalized by the Ministry of Foreign Affairs of the country; thereafter to be stamped by NTIO. See Legalization of Documents
